CASE Protests Mass Layoffs at U.S. Department of Education

The Council of Administrators of Special Education (CASE) – representing over 6,000
administrators of special education programs in local school districts across the country – is
deeply concerned by the continued layoffs in the U.S. Department of Education. In the most
recent round of firings this past Friday, the Administration has eliminated all but a few positions
in the Office of Special Education Programs (OSEP). This move leaves OSEP seriously
understaffed to meet the federal requirements dictated by the Individuals with Disabilities
Education Act (IDEA), the federal special education law under which around 8 million children
and youth with disabilities receive services and supports.

“The Supreme Court stated earlier in the year that the Department could lay off staff,” says CASE Executive Director Phyllis Wolfram.  “However, agencies still have a job to do, and sufficient staff must be in place to keep the agency running and ‘customers’ served.  CASE believes this latest round of firings flies in the face of that basic concept.”

CASE Supports Strong Federal Role in Education

Washington, DC—Feb. 5, 2025—The Council of Administrators of Special Education (CASE) strongly supports the crucial role of the federal government in shaping all education policy, including special education, that ensures equitable access to quality education for all students. CASE values the importance of federal leadership in providing guidance, funding, and other resources, setting standards, and enforcing implementation of federal education laws, including the Individuals with Disabilities Education Act.

CASE Opposes Executive Order Diverting Public Funds from Public Education

Washington, D.C. – February 5, 2025 – The Council of Administrators of Special Education (CASE) strongly opposes the President’s recent Executive Order, Expanding Educational Freedom and Opportunity for Families, issued on January 29, 2025. Contrary to its title, this directive threatens to undermine public education, particularly for students with disabilities and other marginalized populations.
